Virginia residents and businesses can offset energy-efficiency upgrade costs with federal, state, and provider incentives. Federal incentives may allow you to reduce federal income tax payments. Be sure to use up-to-date IRS forms for tax credits. An overview of federal energy tax credits for consumers for the 2023–2032 tax years is available from the U.S. Department of Energy.

Free Professional Home Energy Audit
The free home energy audit provided by Southside Electric Cooperative enables members to identify ways to save on energy costs at home.
Qualifications:

Dominion Energy Virginia – Multifamily Program
Dominion Energy Virginia’s multifamily program provides property owners and managers with an on-site energy assessment of both common areas and tenant units. You will receive a report identifying and quantifying savings opportunities, estimated project costs, and available incentives.
Available measures include:
- Low-flow shower heads and aerators
- Water heater pipe insulation
- LED lamp upgrades
- Water heater thermostat set point adjustment
- Refrigerator coil brushes and thermometers
- Occupancy sensors
- Air sealing
- Attic insulation
- Heat pump tune-up, upgrade, or duct sealing
- Smart thermostat installation
- ENERGY STAR refrigerators and freezers
- Washing machines and dryers
Qualifications:
To participate in this program, you must be a Dominion Energy Virginia customer and own or manage an individually metered multifamily residential building or residential units.

Dominion Energy Virginia – Prescriptive Enhanced Program Bundle
Receive a rebate for improvements made to your facility’s ductwork, HVAC system, kitchen appliances, and refrigeration systems. Upgrades may include:
- Refrigeration systems such as electronically commutated motor (ECM) fans, refrigerator doors, door gaskets, strip curtains, auto closers, and anti-sweat door films.
- ENERGY STAR-certified appliances such as electric fryers, griddles, and convection and combination ovens.
- Ice makers.
- HVAC system tune-up for air conditioners, heat pumps, and chillers.
- Duct testing and sealing for air conditioners, heat pumps, and chillers.
Qualifications:
To participate in this program, you must be a Dominion Energy Virginia customer on a nonresidential rate schedule, be responsible for the electric bill, own the facility or be reasonably able to secure permission to complete the measures, and not be exempt by statute or under special contract.

Incentives are available for a variety of efficient technologies used in hotels, motels, and dormitories, including:

Dominion Energy Virginia – New Construction Program
Receive customized recommendations and valuable incentives for installing energy efficient measures in your new construction project. Eligible building types include small and medium offices, stand-alone retail shops, and outpatient health care facilities. Opportunities to improve energy efficiency may include:
- High-performance interior lighting designs
- Efficient chillers, air-source heat pumps, and other cooling equipment
- Efficient HVAC system controls
- Demand-controlled ventilation
- Exterior LED lighting
- Plug load management systems
- Chiller controls
Qualifications:
To participate in this program, you must be a Dominion Energy Virginia customer on a nonresidential rate schedule, be responsible for the electric bill, own the facility or be reasonably able to secure permission to complete the measures, and not be exempt by statute or under special contract. You must be working on a brand-new construction, an addition, or an extensive building remodel in which the entire lighting and HVAC systems will be replaced. In addition, your project must still be in a phase where design recommendations may be considered.
How To Enroll:
Go to the program page. Search for and contact a local design firm. Once building plans are finalized, program representatives will review the plans and provide you with a design documents review report, detailing eligible measures, energy savings, and rebate funding. Then, have your contractor or design firm submit the rebate packet on your behalf.

Dominion Energy Virginia – Data Server Room Program
The data server room energy efficiency program is designed to conserve energy in data server rooms at dedicated data center buildings, offices, hospitals and health care buildings, private universities, manufacturing facilities, large industrial facilities, colocation data centers, cloud-based data centers, modular data centers, and more.
The program offers rebates to eligible Dominion Energy Virginia customers for installing high-efficiency computer room air conditioner (CRAC) or computer room air handler (CRAH) units, a high-efficiency power supply, space temperature set point adjustment, lighting occupancy sensors, and more. Opportunities to improve energy efficiency may include:
- High-efficiency CRAC or CRAH units.
- CRAC or CRAH fan electronically commutated motors (ECMs) or variable frequency drive (VFD) controls.
- High-efficiency power supply.
- Space temperature set point adjustment.
- Lighting occupancy sensors.
- LED tube lighting retrofitting.
- Custom HVAC measures available for projects with peak demand savings — talk to the program coordinator for details and requirements.

Submit initial assessment and data submittal forms to receive an incentive estimate for your project. Once your project is complete, submit a rebate application, invoices, and final project data for your final savings calculations and incentive.

Dominion Energy Virginia – Existing Building Automation and Controls Program
The building optimization program provides rebates for recommissioning improvements made to your facility’s energy management system. Opportunities to improve energy efficiency may include:
- Lighting systems and HVAC equipment scheduling
- Night temperature setback
- Chiller condenser temperature reset
- Discharge air temperature reset
- Static pressure reset
- Dual enthalpy economizer control
- Reduction of variable air volume (VAV) box minimum position
- Chilled water reset

Upgrading your business with ENERGY STAR-rated products offers a host of benefits to you and your customers. Consider products ranging from ENERGY STAR food service appliances to more efficient heating and air conditioning.

Dominion Energy Virginia – Agriculture Program
The agriculture energy efficiency program offers rebates to eligible Dominion Energy customers for installing high-efficiency agricultural equipment, lighting, and more. Participants also have access to Dominion Energy’s knowledgeable network of equipment vendors and contractors associated with the agricultural industry.
Opportunities to improve energy efficiency on farms, on ranches, and in greenhouses may include:
- High-volume, low-speed fans
- Automatic milker take-off
- Low-pressure irrigation
- Irrigation pump variable frequency drives (VFDs)
- Dairy plate coolers

Danville Utilities Home$ave Residential Energy Efficiency Program
Through the Home$ave program, Danville Utilities’ residential electric customers can claim rebates on energy-efficient products purchased for their homes.
Qualifications
The Home$ave program is open to existing residential customers that receive electricity from Danville Utilities. Residential customers who also receive natural gas from Danville Utilities are eligible to receive rebates for natural gas measures. A list of products that are eligible for rebates may be found in the program manual.
How To Enroll
After purchasing eligible energy-efficient equipment, submit a completed rebate application, along with proof of purchase, by mail or email. Rebate applications must be received within 90 days of product purchase.

Washington Gas – Energy-Efficient Natural Gas Fireplace Rebate
Washington Gas offers a rebate of $75 on the purchase and installation of a qualifying energy–efficient natural gas fireplace.
Qualifications:
The rebate is available to Virginia Washington Gas customers. All equipment purchased must be installed by a licensed contractor.
How To Enroll:
Have a participating contractor in the Washington Gas Home Energy Savings Contractor Network install qualifying high–efficiency home heating equipment. Your contractor should then submit a rebate application to Washington Gas on your behalf.

Craig-Botetourt Electric Cooperative – Home Energy Audit
CBEC offers a free walk-through energy audit service. During these appointments, CBEC personnel offer suggestions about what consumers can do to reduce their energy usage.

Northern Virginia Electric Cooperative – Free Commercial Energy Assessment Program
During a facility walk-through, NOVEC representatives can quickly identify opportunities for savings. Customers then receive a report of facilities’ current conditions with recommendations for cost-saving improvements.

NOVEC commercial, industrial, and government customers may qualify for a walk-through energy assessment.

Appalachian Power – Small Business Direct Install Program
Appalachian Power’s Small Business Direct Install Program assists small businesses with cost-effective energy-saving upgrades. It also offers generous incentives for larger projects and expert guidance so customers can reduce costs even more. Complimentary upgrades may include LED screw-in bulbs, low-flow showerheads, and more.
Qualifications:
Facilities located in Appalachian Power’s Virginia service territory and served by Appalachian Power are eligible for this program if they have a peak monthly demand of 200 kilowatts or less. Customers must not have projects or equipment modifications that have received rebates from another Appalachian Power program.

Appalachian Power – Low Income Multifamily Program
Appalachian Power’s Low Income Multifamily Program reduces energy consumption by educating residential customers about the energy– and money–saving benefits associated with energy efficiency in the home. The program spotlights opportunities that have been shown to save energy and money, reduce consumption, and protect occupants’ health and safety.
Qualifications:
The program is open to individually metered multifamily dwellings within Appalachian Power’s Virginia territory. Eligible participants and properties qualify by meeting one of the following criteria:
- A minimum of 66% of the dwelling units in the building (or 50% in buildings with fewer than five units) are occupied by a family unit whose household annual income does not exceed 80% of the Virginia median income.
- The dwelling appears on the U.S. Department of Housing and Urban Development-Department of Energy approved multifamily list.

Appalachian Power – Low Income Weatherization Program
Appalachian Power’s Low Income Weatherization Program provides weatherization products and services to qualifying residential customers to help reduce their energy bills and improve their homes’ comfort. Appalachian Power provides funding for this program to supplement state and federal income–qualified weatherization programs.
Qualifications:
To qualify for the program, a household must have a total annual income at or below 60% of the state median household income. To find out what sources of income are used to determine eligibility and to apply for assistance, contact a weatherization provider near you

Appalachian Power does not offer this program directly; it is managed by weatherization providers in the Appalachian Power service area. When customers apply for weatherization through a local provider agency, they are also applying for this program.

Appalachian Power – Bring Your Own Thermostat (BYOT) Program
Qualifying customers who enroll in the Bring Your Own Thermostat (BYOT) Program will receive a one–time enrollment rebate of $50 and a check for up to $25 at the end of each summer season ($5 per month for each month enrolled from May to September). Enrolling allows Appalachian Power to make brief changes to your central air–conditioner setting by a few degrees during a limited number of peak demand periods (usually the hotter days during the summer).
Qualifications:
To qualify for the BYOT Program, you must be a residential Appalachian Power customer and have an approved smart thermostat, a Wi–Fi network compatible with your smart thermostat, and a working central air–conditioning unit controlled by your smart thermostat.

Dominion Energy Virginia – Small Business Improvement Enhanced Program
The small business improvement enhanced program provides customers with an on-site energy assessment of their facility. Qualifying customers can receive incentives for making energy efficiency improvements identified during the assessment. Opportunities to improve energy efficiency may include:
- Lighting systems such as LED lighting, exit signs, and occupancy sensors.
- HVAC system tune-up for air conditioners, heat pumps, and air-cooled chillers.
- Duct testing and sealing for air conditioners, heat pumps, and chillers.
- HVAC system upgrades, such as variable frequency drives, economizers, programmable thermostats, and mini splits.
- Refrigerator systems such as electronically commutated motor (ECM) fans, refrigerator doors, strip curtains, auto closers, anti-sweat door films, and night covers for display cases.
- Solar reduction window film to lower energy usage and improve comfort.
Qualifications:
The program is open only to Dominion Energy Virginia nonresidential customers with a privately owned business in five or fewer locations who have not exceeded a monthly demand of 100 kilowatts more than three times in the past 12 months, who are responsible for the electric bill, and who are the owners of the facility or reasonably able to secure permission to complete measures. Educational institutions that receive state funding from the Commonwealth of Virginia are not eligible.

Contact the program coordinator through the program page. Once your eligibility is confirmed, search for a participating contractor. Your contractor will work with you to schedule your energy assessment and walk you through the incentive process.

Appalachian Power – Home Performance Program
The Home Performance Program is designed to assess your home for opportunities to improve energy efficiency. A home performance energy advisor will tour your home, install energy–saving measures, and provide a home energy assessment report — all at no cost. The report will detail energy–savings tips and additional measures you might take to save money and energy. These additional measures are eligible for rebates from the Home Performance Program.
Qualifications:
The program is available to single-family homes in Virginia served by Appalachian Power. The home must be heated by electricity to qualify for rebates, and improvements must be performed by an Appalachian Power–approved contractor who submits the rebate on your behalf.

Dominion Energy Virginia – EnergyShare
In addition to energy bill payment assistance, EnergyShare offers free weatherization services and educational tips to help qualifying customers reduce their energy usage and lower their bills by making lasting energy-saving improvements.
Qualifications:
EnergyShare provides energy assistance to customers in crisis. It is not income based. Residents who are 60 or older, military veterans, or living with disabilities may qualify for an additional benefit. Customer applications are reviewed on a case-by-case basis to determine eligibility.

Dominion Energy Virginia – Home Energy Assessment Program
Residential customers getting a home energy assessment from Dominion Energy Virginia can expect access to qualified contractors who can perform both the assessment and recommended improvements. They can also expect a personalized report containing cost-effective options and easy-to-follow recommendations to help them reduce their energy usage. Improvements that can be made include installing lighting, hot water appliances, efficient faucets and aerators, and cool roofs; tuning up and upgrading heat pumps; and sealing and insulating ducts.

Must be a residential customer.

Dominion Energy Virginia – Income and Age Qualifying Energy Efficiency Program
Qualifying customers will receive a free site visit that includes a custom energy assessment report and installation of energy-saving products.
Qualifications:
Income–qualifying customers must meet the Virginia Department of Housing and Community Development’s weatherization assistance eligibility requirements. Age–qualifying customers must be 60 or older.

Appalachian Power – Business Energy Solutions
Appalachian Power offers businesses up to $25,000 for lighting projects and up to $25,000 for other projects — including the installation of refrigeration and kitchen equipment, air compressors, variable frequency drives, and heating and cooling equipment — for a total of up to $50,000.
Qualifications:
Most nonresidential customers with facilities located within Appalachian Power’s Virginia service territory are eligible for the program. Projects or equipment modifications must not have received rebates from another Appalachian Power program.

Charlottesville Gas – Programmable Thermostat Rebate
Charlottesville Gas offers a $100 programmable thermostat rebate.
Qualifications:
Charlottesville Gas offers a rebate of up to $100 on the cost of purchasing or installing a programmable thermostat. Only residences that receive natural gas from Charlottesville Gas are eligible for these rebates. Some installation requirements also apply.
How To Enroll:
Residents should print and mail in the Programmable Thermostat Rebate Form. To request a paper form, call 434–970–3812.
Enrollment Period:
Customers must purchase and install the thermostat between April 1, 2001, and June 30, 2023.
Dominion Energy Virginia – Appliance Recycling
Dominion Energy offers a $20 rebate when you recycle your old refrigerator or freezer.
Qualifications:
Refrigerators or freezers must be at least 10 years old, have a capacity of 10 to 32 cubic feet, and be in working condition to qualify. There is a limit of two appliances per account number over the life of the program.
How To Enroll:
Residential customers interested in appliance recycling can schedule a pickup online or call 888–452–0916 to speak with a customer service representative. On the pickup date, a professional collection crew will arrive to inspect and collect your appliance(s).

Dominion Energy Virginia – Appliance Rebates
Rebates are available for the following ENERGY STAR–certified appliances:
- Refrigerator ($50)

- Room air purifier ($50)
- Dishwasher ($50)
Qualifications:
You must be a current Dominion Energy Virginia residential customer, and appliances must be purchased on or after July 1, 2019. Customers must include a legible copy of the entire sales receipt, which must include product information for each appliance purchased, the purchase price, the purchase date, and the retailer’s business information. To qualify for a rebate, the appliance must be new, ENERGY STAR certified, and purchased in Virginia and must meet the ENERGY STAR requirements.

Dominion Energy customers can receive a rebate at the time of purchase by getting a product coupon through Dominion Energy’s in–store rebate portal or submit an appliance rebate after purchase.

Dominion Energy Virginia – Distributed Generation Program
Participating customers will receive an incentive to use their on-site backup generation to reduce consumption of electricity when electrical demand is high. Customers operate their on-site backup generation to supply part or all of their electrical needs during load control events for up to 120 hours per year.
Qualifications:
Nonresidential customers of Dominion Energy Virginia are eligible to participate in the program if they:
- Purchase electricity pursuant to schedules other than Schedule CS, Schedule SG, Schedule 10, Schedule DP-1, and Schedule DP-2.
- Have use of backup generation facilities of 200 kilowatts or greater that either are owned by the customer or are subject to a lease that is used as a financing instrument to facilitate the sale of such backup generation facilities to the customer.
- Agree to allow the vendor to dispatch such backup generation facilities as directed for up to 120 hours per year. Load curtailment enrolled in this program may not simultaneously be enrolled in a demand response program offered by PJM Interconnection LLC.

Virginia Natural Gas – High-Efficiency Furnace Rebate
Virginia Natural Gas provides a $250 rebate toward the purchase and installation of a natural gas furnace with 90%–94.9% annual fuel utilization efficiency (AFUE) or a $350 rebate toward the purchase and installation of a natural gas furnace with an AFUE of 95% or greater.
Qualifications:
The rebate is available to active residential Virginia Natural Gas customers. The offer is good only on purchases for remodeling or renovation to preexisting homes, condominiums, or town houses in the Virginia Natural Gas service territory. The offer is not valid on new construction. All equipment purchased must be installed by a licensed contractor.

Columbia Gas of Virginia – Age and Income Qualifying Program
Qualifying customers will receive a home visit from Columbia Gas’ professional partner to install certain energy-saving products based on their type of heating.
Qualifications:
Age–qualifying customers must be 60 or older with a total household income that does not exceed 120% of the state median income. Income–qualifying customers must meet Virginia Department of Housing and Community Development weatherization assistance eligibility requirements. Columbia Gas of Virginia – Home Energy Audit
The free online energy audit provides a personalized report about ways to save money and reduce energy usage that is based on the age and size of your home, your heating and cooling systems, and your appliances. In addition, just for taking the Home Energy Audit, Columbia Gas of Virginia will send you a free energy-efficiency kit to help you start saving.
Qualifications:
Must be a residential customer of Columbia Gas of Virginia whose residence has natural gas water heating and/or primary natural gas heating.

Dominion Energy Virginia – Non-Residential Office Energy Management System Efficiency Program
Participating customers can receive a rebate from Dominion Energy Virginia by recommissioning improvements made to your office’s energy management system. Some of the available program measures are scheduling lighting, heating, and air conditioning equipment, setting a different temperature at night, and resetting the chiller condenser air temperature. Benefits can include the following:
- Facility assessments and measure installations, scheduled at your convenience, that reduce energy usage and save you money on electric bills.
- More effective use of your facility’s energy management system, providing a comfortable environment for employees and customers.
- Financial incentives that help offset the cost of installing the recommended improvements.
Qualifications:
Participation in the program is open to nonresidential customers of Dominion Energy Virginia. Complete the customer eligibility form to verify your eligibility.

Contact a local participating contractor listed on Dominion Energy Virginia’s website and have them complete the initial assessment to reserve rebate funding with our program representative. Dominion Energy Virginia – Commercial Lighting Systems and Controls Program
Participating customers can receive a rebate from Dominion Energy Virginia by upgrading existing lighting or installing new energy-efficient lighting and controls. Benefits may include the following:

- Providing a more comfortable working environment for employees.
- Creating a more appealing atmosphere for customers.
Qualifications:
Participation in the commercial lighting systems and controls program is open to nonresidential customers of Dominion Energy Virginia.

Virginia Natural Gas offers a $70 rebate on the purchase and installation of a tank–style natural gas water heater with a capacity of 55 gallons or less and a uniform energy factor of 0.64 or greater.

The rebate is available to active residential Virginia Natural Gas customers. The offer is good only on purchases for remodeling or renovation to preexisting homes, condominiums, or town houses in the Virginia Natural Gas service territory. The offer is not valid on new construction. All equipment purchased must be installed by a licensed contractor.

Washington Gas offers rebates of $100–$150 for qualifying ENERGY STAR–certified storage water heaters and rebates of $350–$400 for qualifying ENERGY STAR–certified tankless water heaters.
